There were leader women in the list, but the head of the politician parties made an agreement to get them a deputy mandate and let them work for some limited time. After that women deputies had to give their mandates to other men. In this way some politicians used them during the agitation process campaigning to win the election. Because, most women have no money, so they made such agreement. For example, in this case the leader of a certain party includes in his party list a lot of well-known female leaders, then after the electiona the leader of the fraction again asks women's mandates. Moreover, 10 years ago, in 2007 there was at least one female vice-mayor in Osh city. It was a tradition. For instance; one vice-mayor who is in charge of social issues was women. From 2010 this tradition changed and nowadays there are no women in the government of Osh city. When we asked about this issue, we found out that only the fraction leaders can tackle such kind of questions. For example, fractions as "KSDP", "Birbol", "Respublica – Ata-Zhurt" choose for a position one of the candidates from their fraction.
